lzh 04eba61067 fix(iot): iot-rule 注册 AutoConfiguration.imports（Spring Boot 3.x） ...

spring.factories 中的 EnableAutoConfiguration 在 Spring Boot 3.x 已被移除，
须改用 META-INF/spring/org.springframework.boot.autoconfigure.AutoConfiguration.imports。
缺失此文件导致 IotRuleEngineVersionAutoConfiguration 未加载，
RuleEngineVersionProperties bean 找不到，服务启动失败。
