fix: 统一工单优先级类型为Integer
修改：
- TrafficThresholdConfig.orderPriority: String -> Integer
- CleanOrderCreateEventDTO.priority: String -> Integer
- CleanOrderCreateEventHandler: 移除Integer.parseInt调用
与数据库tinyint类型保持一致
