lzh 95dffa0ba5 refactor(ops): 工单事件监听器重构 ...

- handleDispatched: 记录下发时间��处理暂停结束
- handlePaused: 记录暂停开始时间
- handleArrived: 记录到岗时间，计算响应时长
- handleConfirmed/handleCompleted: 使用 VoiceBuilder 播报
- 新增 recordDispatchedTime/handlePauseEnd/updateResponseSeconds 方法
