16337 0a3658dc57 refactor(aiot): 删除离岗检测的cooldown_sec参数映射 ...

- 移除 cooldown_sec 参数（状态机已保证必须回岗才能再次告警）
- 保留 cooldown_seconds 用于其他算法（周界入侵等）
- 简化参数配置，减少用户困惑

离岗检测现在只需配置3个关键参数：
1. 离岗确认时间（30秒）
2. 离岗倒计时（300秒）⭐
3. 在岗确认时间（10秒）
