16337 d71d5da740 fix(edge): 告警上报改指 WVP 端点，修复连接失败

- CLOUD_API_URL 改为 WVP 地址 (http://124.221.55.225:18080)
- 告警路径从 /admin-api/aiot/alarm/edge/* 改为 /api/ai/alert/edge/*
- 适配 WVP 新增的 report/resolve 端点
